The evaluation provides an independent assessment of the performance of the cooperation managed by European Commission (referred to as the European Union (EU)) in South Sudan between 2011 and 2024, including the EU Trust Fund for Africa and the Foreign Policy Instrument, but excluding humanitarian aid. It covers financial assistance, political and policy dialogue, and the alignment of interventions with national priorities. The total spending reached EUR 521 million (aside from EUR 959 million in humanitarian aid) over the period. The evaluation identifies lessons learned, guides future programming, and improves cooperation in fragile contexts. In view of the considerable scope, the evaluation uses a combination of primary and secondary data: an extensive portfolio analysis (including a quantitative analysis of budget allocations); a review of the results attained for a sample of 51 interventions; a series of five field case studies. The evaluation was conducted between January 2024 and March 2025. The following analysis is structured on the basis of the Evaluation Questions (EQ) drawn from the Terms of Reference (TOR) and agreed with the Evaluation Reference Group (RG).
