This report provides a technical review of the current body of knowledge regarding hexahydrocannabinol (HHC) and related substances. HHC is a new semi-synthetic cannabinoid monitored by the the EU Early Warning System that emerged on the drug market in Europe in 2021. It is synthesised from cannabidiol, which in turn is extracted from low-THC cannabis (hemp). HHC is sold openly as a ‘legal’ replacement for cannabis and THC products, and appears to have similar effects. The aim of this report is to strengthen situational awareness of HHC and semisynthetic cannabinoids in Europe and to help stakeholders prepare for, and respond to, public health and social threats caused by such substances.
