This report is the final report of the study on impacts of REACH and corresponding legislation governing the conditions for marketing and use of chemicals in different countries/regions on the international competitiveness of the EU industry. In the EU, the principal regulations concerning chemicals are REACH and CLP. Due to the difference in legislation in different regions, the requirements related to the management of the safety of chemicals for companies that wish to place chemicals on the market in the different countries are widely diverging. This difference in requirements is one factor among many others that can affect the competitiveness of the chemicals industry, but also of downstream users. The overall objective of the study is to assess the impacts on international competitiveness of the general legislation governing the conditions for marketing and use of chemicals in the EU and the following countries: China, Japan, the USA, Canada, and South Korea. For the EU, the study focuses only on REACH. For the selected third countries, the study analyses the legislation dealing with corresponding aspects, i.e. horizontal conditions related to the placing on the market to guarantee safe use and protection of human health and the environment. With a workforce of 1.2 million persons and sales of EUR 551 billion (2014), the chemicals industry is one of the biggest industrial sectors in the EU and an important source of direct and indirect employment in many EU regions. It supplies most sectors of the economy, and its activities directly affect downstream chemicals users. In addition to the chemicals sector, the study focuses on three selected downstream sectors:  The rubber and plastics sector  The textiles sector  The motor vehicles sector The Gross Value Added (GVA) of the chemicals sector was EUR 120 billion. The gross output (turnover) was EUR 487 billion in 2014. The rubber and plastics sector was the largest purchaser of chemicals with EUR 36.6 billion (11.7% of total downstream purchases of chemicals), while the textiles sector and the motor vehicles sector purchased chemicals worth EUR 7.1 billion (2.3%) and EUR 7.6 billion (2.4%) respectively. The study is based on data collected via 12 case studies of EU and third country companies, interviews with eight stakeholders (mainly industry associations), a literature review and a comparative analysis of REACH and the corresponding chemicals legislation of the selected third countries.
