Service category: Title attributed to the contract by the contracting authority: Mechanical, Electrical, Building Maintenance and Reactive Services plus Minor works projects.
Expressions of interest are required from suitably qualified and experienced contractors who wish to tender for the provision of all mechanical, electrical and building maintenance works on behalf of the NHS Blood and Transplant (National Blood Service).
The contract will include the provision of resident and mobile engineering services for the execution of all planned preventative, reactive and statutory maintenance to a wide range of building controls systems, heating, ventilation, electrical, catering and cooling equipment at a number of sites across NHSBT property portfolio. The contract will also include an element of minor works support projects along with building fabric preventative and reactive maintenance services.
Contractors who provide goods or services to NHSBT must understand the critical nature of the work undertaken by NHSBT. Failure to meet the contract requirements can impact on the collection of blood from donors, or the testing and processing of the blood. Stock levels of blood are measured in days and even hours, therefore a continuous flow of blood into NHSBT is critical if it is to meet the demands of hospitals for the treatment of patients. By its nature, this treatment is often life-saving.
The contractor shall be responsible for the provision and management of all site records and log books. The contractor shall be responsible for ensuring the completion of all site log books, 52 week planners and another records which may be required to ensure NHSBT remains compliant with both its Statutory and Good Manufacturing Practice requirements at all times. The contractor must be aware that all log books and records will be used as a primary audit tool. The contractor’s records will also be subject to separate audits by Estates & Facilities, NHSBT Quality Assurance Department and the Medicines and Healthcare Regulatory Agency (this is indicative and may include other accrediting authorities as required). The contractor shall be expected to provide a monthly written report for each region; in addition, the contractor shall be expected to attend regular and planned meetings as required by the demands of NHSBT. The contractor will be assessed each month against set performance criteria.

There are several other minor satellite sites and remote office locations throughout the region. The overall portfolio consists of circa 25 properties.
In addition to the planned maintenance elements of the contract, the contractor will be required to provide a responsive emergency repair service covering all locations, seven days per week, 24 hours per day.
