Descrizione
The General Medical Services Contract agreed on 1.4.2004, allows GP practices to opt out of responsibility for providing Out of Hours (OOH) services to their patients. This acknowledges the need for clinicians to be able to end their mandatory responsibility to providing 24-hour care and reflects the government’s commitment to help general practitioners manage their workload.
Primary Care Trusts (PCTs) are responsible for providing OOH services to practices that opt out of these responsibilities. The commissioning PCTs, NHS Birmingham East and North (NHS BEN) and Solihull Primary Care Trust (Solihull PCT), accepted the responsibility for OOH service provision on behalf of opted out practices from 1.10.2004 and are committed to continuing these arrangements.
This work forms part of a wider redesign of OOH services, which is a key NHS objective, related to the reforming of emergency care. The long-term aim is to provide an integrated service that brings together all appropriate services, including GP OOH services, Accident and Emergency, Ambulance, Community Rapid Response Service and Integrated Multidisciplinary Teams, Mental Health, Social Care and Pharmacy. However in the short-term there is a need to ensure that local provision of OOH services are sustained and that risks related to change in responsibility are properly managed in order that patients continue to have access to services and to ensure that in-hours general medical services, A&E services and other related services are not detrimentally affected by the changes made.
Objectives of the PCT Procurement.
The key objectives are;
— To commission a high quality integrated OOH service that meets National Quality Standards and patient’s expectations.
— To improve the quality of primary medical care available to its patients.
— To deliver affordable and Value for Money (VfM) services.
The Service will cover:
— Birmingham East and North.
— Solihull.
