East Staffordshire Borough Council is inviting tenders for the appointment of a Supplier to provide printing and mailing services for canvasses and elections over the forthcoming 3 years (2014 — 2017). This will include production of Household Enquiry Forms, Individual Electoral Registration Forms (IERs), Associated Reminder Forms for HEFs and IERs, Ballot Papers, Poll Cards, Postal Voting Packs. The Council requires a rapid and cost effective provision of services to meet strict deadlines in order for the production of electoral registers and also to run efficient and timely elections. The Council uses the Xpress software system for electoral services. The Services will be for the printing and mailing of associated documentation relating primarily to the following: 2014 — Transition to Individual Electoral Registration (IER). Annual canvass commencing 1.7.2014 (new register published 1.12.2014). 2015 — Parliamentary General Election Combined with Borough and Parish Elections in May 2015. Annual canvass commencing 1.7.2015 (new register published 1.12.2015). 2016 — Police and Crime Commissioner Election in May 2016. Annual canvass commencing 1.7.2016 (new register published 1.12.2016). 2017 — County Council Election in May 2017. Annual canvas commencing 1.7.2017 (new register published 1.12.2017). In addition to these there may be up to twelve Neighbourhood Planning Referenda, which are proposed to start in 2014 and will be spread over an eighteen month period. In addition to providing the paperwork associated with the annual canvass from 2014 to 2017 you should also be able to provide registration by internet and telephone for the electors who can opt to re register their details in this way.
