The purpose of this study is to analyse market barriers to the implementation of cost effective GHG emission reductions in the maritime transport sector, and to propose measures for the removal of these barriers. There are seven tasks within this study, summarised as follows: - Task 1 : in which we identified the maritime GHG emission solutions that have a negative marginal abatement cost (MAC). - Task 2 : in which we identified and analysed market barriers to the implementation of the solutions across the different vessel types. - Task 3 : in which we identified existing best practices and measures that have contributed to the removal of market barriers. - Task 4 : in which we proposed and described measures to remove barriers in the maritime transport sector. - Task 5 : in which we assessed impacts and evaluated potential emission reductions and cost savings of the measures. - Task 6 : in which we compared and ranked measures, using a quantitative approach followed by a qualitative overlay. - Task 7 : in which we conducted a workshop attended by c. 50 participants (to discuss and gain feedback on proposed measures), and produced this final report.
