The purpose of the study is to promote information sharing in relation to the different approaches used to date to calculate the net cost of the USO. The study aims also to inform public debate on the parameters that could potentially influence the calculation of the net costs of the USO, and subsequent determination of the unfair financial burden, in the light of full market opening which will be accomplished by the end of this year.
