Upon request by the JURI Committee this paper evaluates the general objectives of the two European Commissions proposals of 9 December 2015. It analyses their scope and types of contracts covered or not covered. It concludes by asking if the proposed Directives are "fit for purpose" and weather further legislation is necessary.
