The support study for the impact assessment on new legislation for plants produced by new genomic techniques (NGTs) collected evidence through a broad set of literature, general and cost interviews, a targeted survey, focus groups, and case studies. Given the absence of NGTs on the market, the assessment drew insights from the limited experience with GMOs in Europe. Among the different options tested, there is none that fits all stakeholders equally. There was commonly no support for sustainability requirements. The organic sector faces some challenges and additional costs for preemptive measures in all options. For others, an adapted risk assessment or a prenotification scheme can lead to substantial savings for plant breeders and can boost NGTs.
