This report presents the findings of the support study for the ex-post evaluation of Regulation 80/2009 on a Code of Conduct for Computerised Reservation Systems commissioned by DG MOVE under contract MOVE/E1/SER/2017-537/SI2.776900. The Code of Conduct for Computerised Reservation Systems (hereafter ‘Code of Conduct’) was adopted in 2009 and it is the legal successor of Regulation (EEC) 2299/89, as amended by Council Regulations 3089/93 and 323/1999. The Code of Conduct, and its predecessors, regulates the Computerised Reservation Systems (CRS) industry and its relationship with both airlines and travel agents.The objective of the evaluation was to provide insight into the actual performance of the Code of Conduct and its overall impacts (both intended and unintended). To that end, the evaluation report aimed to establish evidence-based conclusions on the relevance, effectiveness, efficiency, EU added value and coherence of the Code of Conduct. The main focus of the study was on the period since the adoption of the Code of Conduct in 2009, with references to earlier time periods whenever necessary.
