Oslo Havn KF has decided to join Sellihca - Nordic Utility Qualification System. The qualification system is scheduled for use by Oslo Havn KF for active operation as from January 2011. Prior to the publication of this notice a large number of Norwegian, Swedish, Danish and Finnish utilities have signed up to the Sellihca scheme. Oslo Havn KF may use the Sellihca qualification system for all the works, supplies or services covered by Sellihca (for complete range of works, supplies and services see attachment to this notice or www.sellihca.no).
Sellihca has been established as an industry-based qualification system to create opportunities for improving efficiency and reducing costs throughout the supply chain for utilities in the Nordic countries. Sellihca provides a register of suppliers and contractors to the participating utilities who may use the scheme either as the basis for tender selection, or together with additional qualification criteria established by the utilities in specific product or service areas for contracts subject to EU rules.
Sellihca holds information on suppliers of works, services and supplies to the Nordic utility industry, and is run and managed on behalf of the subscribing utilities by Sellihca qualification, Achilles Systems AS. The purpose of Sellihca is to reduce costs and administrative workload to both purchasers and vendors, and to ensure that all vendors' applications are dealt with fairly and consistently by the subscribing utilities.
The qualification process may consist of several stages where qualification in Sellihca is common for all participating utilities, while other stages may be added by the individual utility.
If a subscribing utility considers the information available after the initial qualification stage as inadequate to establish a bidders list, a request for additional information will be sent out to qualified suppliers.
Qualification of suppliers and contractors in Sellihca is conducted on the basis of satisfactory response to the requirements. The preparation of bidder lists will then be established based on suppliers and contractors which have passed the initial qualification, without further notification of requirements in the "Official Journal of the European Communities".
The subscribing utilities will use Sellihca for requirements subject to EU procurement rules, but reserve the right to place individual notices for specific requirements where they deem it necessary. The Sellihca qualification system may be used for contracts not subject to EU rules at each subscriber's discretion.
This notice serves to inform the market of the existence of the Sellihca qualification system, which has been gradually expanded during the last years. The notice is a call for competition.
For new suppliers/contractors who wish to qualify, a full set of qualification documentation can be requested from Sellihca qualification (home page: http://www.sellihca.no). Applicants will be sent a registration form, which should be returned, accompanied by the registration fee, levied as a contribution towards the annual administration costs of the system. Upon receipt of the registration form and fee, a questionnaire will be sent to applicants. For suppliers and contractors already qualified under this scheme a reminder for renewal will be sent directly to such companies well before expiry of the qualification period.
The cost of qualification from 4 200 NOK payable prior to the despatch of the qualification documentation (subject to yearly price adjustments). Vat of 25 % will be added for Norwegian suppliers.
Suppliers or contractors who have already registered on Sellihca need not re-apply, but may wish to ensure that they are entered under all relevant product or service categories.
