Living spaces : final report

Funded by the Creative Europe programme of the European Union, Living Spaces - Cities and regions shaping the built environment for everyone (Living Spaces) is implemented by Eurocities and the Architects’ Council of Europe. The action is designed to support local and regional authorities in learning how to plan and implement high-quality architectural policies and projects, according to the recommendations of the EU Member State Expert Group’s Report Towards a shared culture of architecture – Investing in a high-quality living environment for everyone, published in 2021. From July 2023 to November 2024, Living Spaces facilitated exchanges among cities and regions from European Union Member States on processes and good practices ensuring a high-quality living environment for everyone. The goal of the initiative is the cross-European dissemination and transfer of good practices in developing national and regional strategies and actions with a view to improving living spaces, making the more sustainable and allowing for more innovation, including social innovation through citizens' participation, based on the recommendations put forward in by the Member States Experts' group. The peer-learning activities carried out under Living Spaces included: a catalogue of 30 good practices from across the European Union, emphasising impacts and transferability from one local context to others. 12 onsite peer-learning visits in European cities and regions, based on the Living Spaces catalogue of good practices, allowing 217 participants from all EU member states to learn from each other and from experts. A thematic analysis clustering the findings of the visits on the basis of a thematic structure. The Living Spaces peer-learning initiative highlights that high quality architecture and the built environment in cities and regions sit at the crossroad of public policies for climate neutrality, inclusive economic development, culture and heritage. Implementing quality principles in these areas foster more sustainable, attractive, inclusive and resilient cities and regions. Findings from Living Spacers exemplify successful approaches from local authorities in adopting holistic planning and governance models favouring community participation, public-private partnerships, quality-based procurement practices.
