The general objective of this evaluation was to assess the relevance, effectiveness and efficiency of the actions funded in Health, measure the efficiency in the use of the resources and the European added-value; assess the impact and achievements of the Health Theme in FP7 against the strategic objectives of FP7, notably the extent to which the projects attained their objectives and achieved intended results and how well the funding has been converted into results and impacts. The results of this evaluation will feed into the ex-post evaluation of FP7. They will also be used by the Commission to support the design of new programmes or adjust the current actions in Horizon 2020. The results of the evaluation will be made available to other policy-makers, particularly the European Parliament, the Council and the Member States. This report draws upon and takes into account lessons and recommendations from previous evaluation exercises carried out at the EU and national levels. The report presents the final results of the analysis of the FP7 projects portfolio, checking outcomes on the basis of the analysis of the available material.
