HomeStudy on preventing and fighting illicit trafficking in cultural goods in the European Union

The European Union can today take a more active approach to preventing and combating the trafficking in cultural goods. As the Council of the European Union recalls, “one of the objectives of the European Union is to protect Europe’s public and private cultural heritage by combating trafficking in cultural goods”, and it further emphasizes that “in view of the economic and commercial dealings which characterise it and the artistic and cultural heritage which it contains, the territory of the European Union is a favoured target for criminal organizations”. Hence the need to launch a specific reflection on developing more effective means within Europe, in close relation with the instruments developed at international level. It was with this in mind that the process of reflection in the context of this study, entrusted by the Commission to CECOJI, was undertaken.
