The objective of this evaluation is to provide a robust evidence-based assessment of the White Paper, covering all of its thematic areas and aims, and all actions following from it. The evaluation examines the effectiveness, efficiency, coherence, relevance and EU added value of the White Paper, in line with the Better Regulation Guidelines. It includes the period since its adoption in 2011 until the end of 2018 and examines any possible effects up to 2050. The geographical scope of the analysis is the EU, although potential impacts of actions that go beyond EU borders are also considered.
