In line with the Better Regulation Guidelines, this study aims to provide a robust evidence base in support of the impact assessment of measures to better manage and coordinate cross-border rail traffic. In particular, the study focusses on the services that the infrastructure managers provide to the operators of rail transport in order to grant them access to the rail infrastructure. These services include infrastructure capacity management and allocation and traffic management. The overarching objective of this initiative is to contribute to the shift of freight transport to rail with the purpose of ensuring maximum greenhouse gas reductions for EU transport. Taking stock of the outcomes of the evaluation of Regulation (EU) 913/2010, the support study (i) analyses the current challenges facing the provision of cross-border rail freight services, also covering passenger services, insofar as the operation of these services influences rail freight, (ii) analyses the main problems and drivers as well as their likely developments in the absence of intervention at EU level, (iii) lays out policy measures and options to address the problems and meet the policy objectives and (v) assesses and presents the impacts of the policy options with respect to economic, social and environmental dimensions.
