Head of sector
Under the authority of the Head of Delegation, the official will be responsible for the management and the coordination of the Political, Trade, Press and Information section. The jobholder, in charge of bilateral and regional political, trade, press and information issues in the delegation to Mauritius, will be responsible for relations with Mauritius, Comoros, Seychelles and Mayotte as well as the Indian Ocean Commission (IOC). He/she will, at the request of and under the supervision of the Head of Delegation, represent the European Union in Mauritius, Comoros and Seychelles in the fields of competence assigned. More specifically, he/she will advise the HoD on all political and trade issues. Proven experience in the field of external relations, Community policies and the functioning of the Union as well as experience of CFSP and EDSP related issues, and of EC trade policy at multilateral and bilateral levels would constitute an advantage. As regards the tasks relating to political issues, the jobholder will advise on overall EU bi-lateral and regional political relations and he/she will contribute towards the definition and implementation of all EU policies (i.e. political, development co-operation and economic), in close cooperation with the Member States. As regards the tasks relating to trade, the jobholder will follow closely all national and regional trade policy developments and their possible impact on the trade relations with Europe and within the region. In this context, he/she will report regularly to Brussels on trade measures and positions which may have an impact on bilateral trade or bilateral or multilateral trade policy positions. The jobholder will also develop activities under the EU Market Access Strategy with Member States and representatives of the private sector. This aspect of the job requires the gathering of intelligence, preparation of research or analyses and advocacy of European policy positions in the multilateral context (WTO, UNCTAD, and other international agencies), bilateral or regional contexts. The job holder will follow closely the negotiation and implementation of the Economic Partnership Agreement with the EU and will carry out all necessary measures in this regard. He/she will help preparing and will participate in negotiation rounds, where appropriate. He/she will also have to explain negotiating positions and issues including to civil society, report to Headquarters and give advance warning of possible developments that may affect negotiating positions. He/she will be in charge of monitoring the effective implementation of EPA arrangements at national and where appropriate regional level. As regards the press and information tasks, the jobholder will establish contacts with the national authorities, the press and other relevant host country interlocutors. He/she will maintain an appropriate flow of information concerning the EU to the local media and explain and defend the EU positions. The jobholder will send regular press media reviews concerning local coverage of issues of importance to Headquarters and act as spokesperson of the Delegation where required. He/she will support the HoD representation and public relations functions and coordinate with MS on public relations activities.
