Political Officer - Delegation Security Coordinator
Under the authority of the Head of Delegation and the coordination of the Head of Political, Press and Information Section, the Political Officer supports the Head of Delegation in fulfilling his mandate, and in particular has the following tasks: - To contribute to the work of the Delegation in the management/coordination of the EU Presidency functions; - To ensure bilateral political relations and to carry out and promote regular political dialogue with the Algerian authorities, in the framework of the EU-Algeria Association Agreement, the EU-Algeria Subcommittee on Political dialogue, security and human rights and in the context of the European Neighbourhood Policy, in close coordination with the EEAS in Brussels. - To maintain contacts, exchange information and chair/co-chair/assist to various EU coordination groups (local Schengen cooperation, security, HoMs, political affairs) in the implementation of EU policies; - To Pursue the EU's policies in all areas, promote and protect the EU's interests and values, and to promote the visibility of the European Union by contributing to the press, information and communication activities; - To monitor, analyze and report to Headquarters on internal and regional political developments, foreign policy, trade policy and/or other policy areas of relevance for EU interests, including, inter-alia: bilateral and regional political dialogue, electoral developments, Human Rights and governance, migration, security issues including terrorism, drugs, non-proliferation and defense; - To liaise with governmental, political, media, academic and civil society stakeholders; - To maintain relations with regional and/or international organizations present in the host country; - To contribute to the preparation of political events and high level visits of EU officials to Algeria; - To provide briefing dossiers, as requested by the Head of Delegation. Under the authority of the Head of Delegation, the Political Officer acts as Delegation Security Coordinator (DSC). The DSC ensures the overall supervision and coordination of security of the Delegation, balancing the political imperative with security and resources, and in particular has the following tasks: - External Security Liaison: liaison on security issues with the competent authorities of the host state and with the counterparts in Member States embassies (including regular EU Security meetings) and other diplomatic missions and international organizations; - Overseeing implementation of security measures, with the support of the Regional Security Officer (RSO); - Monitoring the security environment and evaluating security issues affecting the Delegation, staff and operations, with the support of the RSO; - Co-ordination of security functions: attributing security related tasks within the Delegation, including back-up functions and leave cover for Security Management Team (SM° members; - Organizing internal security meetings, with the support of the RSO. Under the authority of the Head of Delegation, the Political Officer acts as Authorizing Officer by Sub delegation.
