Head of Sector
Under the responsibility of the Head of Delegation, the Head of the Political Section assists the Head of Delegation in fulfilling his mandate, as well as management and coordination of the Section. In particular, he has the following tasks: To contribute to the work of the Delegation in the management/coordination of the EU Presidency functions; chairing the Deputy Heads of Missions meetings; assisting the Head of Delegation with the preparation and conduct of the Heads of Missions meetings; To pursue the EU’s policies in all areas, promote and protect the EU’s interests and values, and to promote the visibility of the European Union by carrying out press, information and communication activities; To ensure bilateral political relations and to carry out and promote regular political dialogue; To maintain contacts, exchange information and coordinate with Member States represented in the country in the implementation of EU policies; To monitor, analyse, and report on internal and regional political developments, foreign policy and/or other policy areas of relevance for EU interests; To maintain relations with regional and/or international organisations present in the host country; To manage the work of the Section, in order to ensure that priorities and objectives set by the Head of Delegation are fulfilled; To provide briefing dossiers, speeches, statements, press releases and articles, as requested; Other tasks include: To monitor and report on electoral developments To follow-up and report on political dialogue To monitor and report on security related issues To monitor and report on HR, governance, non-proliferation, terrorism, defence In the absence of the Head of Delegation, the Head of the Political Section acts as the Deputy Head of Delegation and represents the Head of the Delegation, performing in particular the following tasks: To represent the European Union, as appropriate, in the Philippines and to ensure a high degree of cooperation between the different areas of the Union’s external actions and between these and its other policies; To pursue the EU’s policies in all areas, promote and protect the EU’s interests and values, and to promote the visibility of the European Union by carrying out press, information and communication activities; To ensure bilateral relations, notably in the political, economic, commercial and cooperation fields and to carry out and promote regular political dialogue; To maintain contacts, exchange information and coordinate with Member States represented in the Philippines in the implementation of EU policies and to report regularly to Headquarters of the EEAS and the Commission on all relevant matters and maintain relations with other EU institutions as well as regional and international organisations in the Philippines; To provide advice to Headquarters on policy issues and developments arising within the framework of the EU-Philippines bilateral relations; To co-ordinate the Delegation's work across all sections. This will involve, inter alia: monitoring of the Philippines policies and positions; representing and defending EU positions; participation in ongoing bilateral negotiations; providing early warning of likely disputes, and participating in their handling on an ongoing basis; reporting; To ensure efficient overall operation of the Delegation in Manila and ensure implementation and follow-up of key sectoral, thematic and horizontal tasks.
