The contracting entity reserves the right to procure supplies from suppliers other than those covered by this framework agreement in situations where the rapid availability of supplies for the operations of the contracting entity and its uninterrupted continuation in special emergencies and emergencies is necessary or where it is appropriate to include the supplies in the works and to procure directly from the contractor.
