Description

In accordance with the University's 2020 Vision, a partner is required to design, build, finance and operate in the region of 3 000 bedrooms of student accommodation and associated infrastructure at the University's College Lane campus in Hatfield. It is anticipated that there will be a transfer of the University's existing residences (likely to be around 1 500 bedrooms) of which approximately 1,000 will be demolished. It is anticipated that the 2 500 bedrooms of new accommodation will be delivered in phases, with the first phase being available before the start of the 2014/2015 academic year. The number of bedrooms, phasing and the extent of the transfer will be determined during Competitive Dialogue. The University welcomes innovative proposals and, therefore, will consider proposals for any larger or smaller number of rooms, innovative structures and proposals which incorporate co-ordination of construction and/or services with other assets of the University and/or the partner.
So as to assist the planning process, the University intends to request that its 2020 Vision be recognised by the local planning authority as the University's Masterplan under policy EMP12 of the Welwyn Hatfield District Plan. The University is seeking a tax-efficient, off balance sheet solution. It anticipates receiving a capital receipt in returnfor the grant of a leasehold interest; any such leasehold interest is expected to be for a period of 30-50 years, although the University is prepared to consider alternative structures which deliver greater value. It is currently envisaged that the partner will take detailed planning, construction, operational and demand risk.
The University is particularly keen to ensure the partner is able to assist the University in enhancing the student experience, which the University views as a key part of its offering.
