Description

London Councils requires a smart card production service and back office services for the London concessionary fares scheme (Freedom Pass) for a period of 5 years starting July 2011. While card volumes cannot be guaranteed the contractor must have the capability to produce about 1.2 million cards during the 2015 reissue window (Jan-March 2010). The contract is split into 5 Lots to allow for the proposition of an integrated approach to scanning application forms, maintaining customer details, electronic validation of entitlement, managing cardholders and possibly card production across a range of card products. Lots 1, 2 and 3 are specific to the ongoing management and card production relating to the London concessionary travel pass (Freedom Pass), over 99 % of which also need to be compliant with the English National Concessionary Travel Scheme (ENCTS). This pass (smart card) must be compliant with the ITSO specification as prescribed for the ENCTS and must also be a fully function Oyster card for use on the London (TfL and National Rail) transport network. Pre-encoded Oyster cards will be provided to the contractor for personalisation and where appropriate ENCTS ITSO encoding. Should the scheme switch to ITSO only cards the contractor will be require to source compliant cards at a price that reflects the economies of scale available due to the quantities required to support this contract The supplier will be required to produce cards on request from any ITSO compliant Card management System (CMS) including the CMS procured in this framework agreement using the pre-encoded Oyster cards thereby producing ITSO/Oyster cards. London’s CMS currently sends around 4000 requests per week to the incumbent supplier. Lot 4 relates to direct customer support and Lot 5 the production of non-ENCTS cards.
