The physical demarcation is done by the regional road Dendermonde – Wetteren (N416) and the Scheldt with adjacent towpath. The site thus forms, in a sense, the transition from nature reserve to urban fabric. The southwestern part has no industrial activity. Here the existing office building is located with the offices of DDS and Verko. This area of the industrial estate, like the old landfill/solar park, is enclosed on the western side by the Scheldt with adjacent towpath. DDS and Verko want to bring together a new office and staff building on the transition between the industrial zone and office zone. This is because of symbolic, functional, as well as logistical reasons. Reuse of infrastructure In order to accommodate these functions, the central breaker building is referred to as the ‘bunker’. This industrial building is a robust concrete structure, in which all waste was initially landfilled and distributed, but currently has only limited use (Transformation MS-LS, ALSB, mast for mobile operators on the roof). To better understand the structure and the possibilities, a 3D measurement and BIM model of this bunker was made. In the absence of the original reinforcement plans, a number of destructive tests were carried out on beams and columns. From the project definition and the process of previous, discontinued, public contract for the architectural design, the program of requirements for both the office and the staff building was reconsidered and recorded. The detailed programme of requirements is further explained in detail in the project definition annexed to the specifications. In summary, an office and staff building is envisaged, in which both functions can benefit from the spatial optimisations (shared circulation, technical, and sanitary areas and switched refters), without complicating the individual operation. - The office building offers space for daily office facilities (reception, offices, printing and coffee rooms, meeting rooms, etc.), whereby - by means of the desired modulation - the destination of the rooms can evolve/change with the use of the building (long-term polyvalence). - The staff building offers space for the daily working-class facilities (clothing and shower rooms, personnel services, planning room, meeting rooms, etc.) for 120 people. For both the office and staff building, a growth capacity is taken into account, without excessively sizing the entire building. The study of the above-mentioned programme shows that the volume of the bunker is insufficient for all desired spaces. It is therefore opted to expand the volume of the bunker (± 50%) with an extension along the office zone. With regard to the design aspect within this assignment, it can therefore be stated, on the basis of the above-mentioned information, that a concept phase with an alternative location and implantation study is no longer expected. The stain plan and the implementation of the programme of requirements are already largely fixed. In the design research, however, it is expected that these are critically approached and, where necessary/possible, adjusted in co-creation with the client. The project team has also made proposals on volumetrics, façade openings and materialisation. However, this was to make previous programme study visually comprehensible in the broader context. The ‘design freedom’ is therefore much higher here and will play an important role in the design assignment, as these designs and material choices have an impact on the aesthetic, ecological and economic levels. The focus of the design assignment is therefore more in the further (construction) technical imaging, material selection and elaboration of the design. The designer is therefore expected to further develop the supplied data and plans, taking into account all possible aspects of an architectural assignment, in which all subcontractors, as well as the contractor of the construction works, are involved in the design process as early as possible.
