Description

In order to improve the efficiency of the institutions – under Danish vocational schools and other independent institutions under the Ministry of Children and Education – a web-based standard system for the automation and digitalisation of forms is requested.
Selandia is a contracting entity and a direct contracting party, but all vocational schools and other independent institutions of the Ministry of Children and Education must be favoured under the Agreement, a minor part of which would have to be entitled to use the system under the same conditions as the contracting entity without further agreement and without payment of remuneration/licence, whereas the remaining schools/establishments would have to be covered when ordering options.
In addition to the digitalisation of the forms, the system must include a digital workflow linked to the forms, ensuring, for example, that a form is approved by the appropriate persons and that the form is notified to the filler of the form. It must be possible for the user to design and adapt the forms themselves, including being able to connect a form to the digital workflow. The system will have to be set up to automatically transfer data from the forms to external systems and to automatically transfer data from external systems to the form. Integration will be needed for e.g. EASY-A (Student Management System), Navision Stat (Economics System) and State Pay System. The delivery will include configuration/adaptation of the standard system, implementation/installation, testing, training, documentation and ongoing maintenance.
As options, offers for hosting, operation, support, further development are requested. Certain functional options and the inclusion of other independent vocational schools and institutions under the Ministry of Children and Education will also have to be offered as options.
The contracting authority estimates that the value of the contract, cf. point II.2.1, will be in the range of DKK 2 000 000-5 000 000 for a period of 48 months, but this is only an estimate.
The contract is in principle for an indefinite period, but may be terminated by the contracting authority after 4 years.
