PL-Gdynia: road transport services
1. The subject matter of the present public procurement procedure is the provision by the Contractor of collective public transport services (scheduled transport services for local public transport, i.e. urban transport, organised by the Contracting Authority) on line 153 in Gdynia on Monday to Saturday, two low-floor urban buses, in accordance with the timetables annexed to the ToR.
2. The contractor is required to provide the services covered by the contract on low-floor urban buses which satisfy (absolutely required by the Contracting Authority): the conditions set out in the Regulation of the Minister for Infrastructure of 31 December 2002 on the technical conditions of vehicles and the scope of their necessary equipment (Journal of Laws 2003, No 32, item 262 as amended) and the following technical and performance parameters: type of MN bus between 7.50 m and 9.00 m or KN between 9.01 m and 10.50 m long; engine power – at least 130 hp on MN bus, at least 150 hp on KN bus; engine-liquid cooling; gearbox – automatic; total number of seats (for passengers) of at least 45 seats on MN bus, at least 60 seats on KN bus; number of seats (for passengers, 1½ seats counted as individual) – at least 16 (including at least 14 unfolded) on an MN bus, at least 20 (including at least 18 unfolded) on the KN bus; characteristics of seating positions: an urban type seat, with a soft insert on the seat and the backrest, – no more than 4 seats of type 1½, – at least 4 seats, including at least 2 unfoldable seats, accessible from low floor level (not on the platform), in the part of the vehicle between the first and second axles; number of passenger doors – 2 power-operated, remotely operated by the driver on MN bus, at least 2 power-operated remotely operated by the driver on the KN bus; passenger door system: —I doors in front of the first axle, -II doors between first and second axles, -III doors behind the last axle on the KN bus (if any); light door width – II at least 1 100 mm, remaining at least 650 mm; in the case of double wing doors, both wings shall be designed for passengers (with the possibility of independent control of each wing by the driver); a system for opening the door by passengers by means of buttons, activated by the driver, comprising all passenger doors except I, without excluding the possibility for the driver to open and close the door; floor level – maximum 360 mm from the level of the carriageway (without entrance steps) in doors I and II; wheelchair space – with a length of at least 1 300 mm, opposite the second door, on the left side of the vehicle; a wheelchair space on the right side of the vehicle at the II door shall be allowed if the door is opened externally; number of windows open (sliding or sliding) in the passenger compartment – at least 2; this figure shall not include windows with a width of less than 900 mm or the height of the part of the opening window less than 200 mm; number of tilted roof ventilators – at least 1; in buses with air conditioning of the passenger compartment, no roof ventilators are permitted; interior lighting devices – providing illumination of the entire passenger compartment, including in particular all areas where any obstacles to passengers are present (e.g. steps), to be able to read all information for passengers inside the vehicle and the code of the buckler on the deflected ticket; passenger signalling equipment: —stop buttons (at least 1 button for each 5 seating positions) to indicate to the driver the need to stop at the stop ‘on demand’, evenly distributed throughout the entire length of the passenger compartment, including any door, the adhesion of the passenger opening system, located inside and outside the vehicle, directly adjacent to each door or door (except I doors), -Keeper button to indicate to the driver the need to lower the floor level and possibly to use a slipway/lift, located inside the vehicle in the vicinity of the wheelchair space, within the wheelchair seated range, in vehicles equipped with a ‘kneck’ function, paper ticket removers – electronic meeting the requirements of the model contract forming an integral part of the ToR; electronic card tolling system equipment – meeting the requirements of the model contract forming an integral part of the ToR – from 1.1.2013; line detail: —at the front and side in the form of a full-scale electronic display showing the line number and the name of the destination stop, a side display located between the I and II doors, at the rear in the form of an electronic display, displaying a line number, in the form of an electronic display in the form of an electronic display, at least two lines, placed under the ceiling behind the driver’s cab in the longitudinal axis of the vehicle and directed rearwards, in a position providing good visibility to passengers, alternately: a.Line number and name of the destination stop, b.inscription: ‘stop: [name of current stop]’ – before the vehicle stops and while stationary at the stop, or the inscription: ‘next stop: [name of next stop]’ – after the vehicle has started from the stop and while driving between stops; in the case of stops on request, the name of the stop with the indication ‘n/J’, c.current date and time; —the interior display shall display the message following the passenger pressed ‘stop’ button and allow the display of other information to be programmed; voice signalling system for stops – emitting inside the vehicle, distributed evenly over the entire length of the passenger compartment (minimum 2), voice messages with: —‘next stop: [name of next stop]’ – after the vehicle has started from the stop, ‘[name of the current stop]’ – before stopping the vehicle at the stop; the.mp3 files with the content of all communications will be prepared by the Contracting Authority; radiotelephone – operating in the structure of the ZKM radio network in Gdynia, in the 400 MHz band; interior monitoring – meeting the requirements set out in the model contract forming an integral part of the ToR; external colours – white-blue (RAL 9010 and 5017, painting method agreed with the Contracting Authority).
3. The contracting authority will assess the fulfilment of the requirements set out in point 2 on the basis of the data (information) provided by the Contractor: in the annex to the ToR – a declaration on compliance with the conditions for participation in the procedure, in the annex to the ToR – a list of the conditions and technical and technical parameters of buses available to the Contractor for the purpose of performing the subject-matter of the contract, together with information on the basis of the use of these buses, according to the formula, complies/does not meet.
4. The contracting authority shall not allow the provision of transport services by buses constructed using a bodywork, chassis or self-construction frame, the brand of which is referred to as ‘SAM’.
5. The contracting authority requires the performance of the services which are the subject of this public procurement procedure in accordance with the terms of the model contract which forms an integral part of the ToR.
