Description

In 2023, the municipal council of the municipality of Emmen decided to make money available to realize central sports and meeting places in the villages and districts. As a result of this decision, the municipality of Emmen wants to realize larger and more centrally located playgrounds / playground landscapes in the urban area with about seven playground equipment in a more biodiverse environment. At the places, young people between the ages of seven and thirteen can play, play sports and meet each other. For children up to the age of 7 years, small playgrounds remain in the immediate living environment. Occasionally, the municipality of Emmen also places sports and small playground equipment along village and district sums. With attractive playgrounds, we challenge young people and adults to play outside, play sports and meet each other in a flowery environment. We want to contribute to positive health in order to increase the quality of life and social cohesion in the villages and neighborhoods. In addition, this contributes to strengthening the biodiversity and greening of our municipality. To achieve this task, we work constructively with the Recognised Consultation Partners (EOPs), the Children’s Municipal Council, the children’s councils of the villages and neighbourhoods and the sports coaches. The municipality of Emmen wishes to conclude a framework agreement, with 5 parties, which pursues the following objectives: The contracting of parties that can supply and place high-quality playground equipment and have a varied offer. Contracting parties that are well able to work out the plans for the playing locations together with a representation of residents in a way that the residents are satisfied and the playing locations fit well with the needs and the municipal objectives. The contracting of parties that can unburden the municipality of Emmen in the process of the realization of the design proposals of the playing locations. The contracting of parties who can implement the framework agreement at a good price-quality ratio. Setting up the surroundings of the playing locations does not fall within the scope of the framework agreement to be concluded.
