The subject-matter of the contract is the purchase and supply of specialised equipment for the purpose of carrying out rescue operations to counter threats and to minimise their impact.

In accordance with Article 30 of the PPL, where the subject of the contract is described by means of standards, approvals, technical specifications and reference systems, the contracting authority accepts solutions equivalent to that described. It shall be for the economic operator to indicate the equivalence of the solution offered. The self-names given in the descriptions are not intended to infringe Articles 29 and 7 of the Public Procurement Act of 29.1.2004, but are intended merely to clarify the contracting authority’s qualitative and technological expectations. The contracting authority shall allow equivalent solutions provided that the same technological and performance levels are met.
