The public procurement relates to the implementation of the investment ‘Introduction of energy efficiency measures in the building of the N. Y. Vaptsarov Regional Library and the Obedinenie 1913 Community Centre in Kardzhali’, in connection with the implementation of the investment ‘Introduction of energy efficiency measures in the building of the N. Y. Vaptsarov Regional Library and the Obedinenie 1913 Community Centre in Kardzhali’, the Financing Agreement for the provision of funds to final recipients of the Recovery and Resilience Facility (RRF/MECHANISM) under the award procedure for the selection of proposals for the implementation of investment (IPI) No BG-RRP-4.020 ‘Support for sustainable energy renovation of a public building stock for administrative services, culture and sport’, No BG-RRP-4.020-0189-C01 IS of the MVU in Kardzhali’. the building of the N. Y. Vaptsarov Regional Library and the Unification 1913 Community Centre was prepared on the basis of: 1. Technical specification; 2. Background information – architectural plans, sections, facades, technical passport and energy audit report; According to the requirements of the contracting authority for design (design contract) and the current regulations, the following parts have been prepared: - part: ‘ARCHITECTURE’; - part: CONSTRUCTIONS – part: "ELECTRICAL"; - part: ‘C’ and ‘K’; - part: ‘FIRE SAFETY’; - part: ‘HVAC’ — Part: ‘ZBZ’ — Part: ENERGY EFFICIENCY AND EVALUATION – part: The construction of PUSO is a fourth category, in accordance with Article 137(1)(4)(b) of the Spatial Development Act (in force since 31 March 2001). The project covers activities to improve the energy efficiency of an existing administrative building. The planned construction and installation works include: • Replacement of the existing window frames; • Repair of the roof structure; • Accompanying measures in the implementation of the improvement of the energy efficiency of the existing building • Implementation of a photovoltaic power plant on the roof The site is in operation and no new organisation of the site with fire protection measures is required, in accordance with Article 9 of Regulation No 8121z-647/09. • Technical indicators: - Built-up area: 514.00 m2 - Total built-up area according to the Spatial Development Act: 1 785.00 m2 - Total built-up area, including basement: 2 570,00 m2 Category of the site pursuant to Article 137 of the Spatial Development Act (ZUT) – fourth ‘b’, in accordance with Article 5(6) of the Rules on the procedure for recording and keeping the CPRS. This project provides for the following renovation measures: • Thermal insulation of the roof In the attic space of the top floor is laid thermal insulation system mineral wool 120 mm (or layered installation up to the required thickness, with overlap) with an operating coefficient of thermal conductivity λ≤0,038 W/mK, parodiffusion membrane. For the repair works, it is planned to dismantle all the tiles with the wooden grill. The plank cladding will be repaired and new waterproofing will be laid, a new wooden grill will be installed and new ceramic tiles will be installed. All drain pipes and gutters will be dismantled and replaced with new PVC coated galvanized sheet. • Thermal insulation of the floor On the ceiling of the passage is provided insulation of extruded polystyrene foam (XPS), thickness δ=12cm, operating coefficient of thermal conductivity λ≤0,030 W/mK. Laying of the thermal insulation is done on a dry basis by the frame-point method. Doubling is carried out between 24 and 48 hours after the glue has dried. Follow the manufacturer's recommended doweling scheme, but not less than 8 pcs/m2. Thermal insulation materials to be reinforced with fiberglass mesh and two layers of putty mixture. After drying on the surface, which takes a minimum of 48 hours, the base is primed. The final coating - silicate plaster to be laid after drying the primer. • Replacement of windows and doors - It is envisaged to replace windows on extruded polyvinyl chloride (PVC) facades with five cameras and triple glazing of low-emission/white interior glass and one high-energy exterior glass, with an automatic moisture-regulated anti-mold valve with, a requirement for heat transfer coefficient of the new window system U≤1,10 W/m2.K - It is envisaged to replace windows and entrance doors on facades of aluminum profiles with interrupted thermal break with double glazing of low-emission/white glass, with an automatic moisture-regulated anti-mold valve with U ≤ 1,70 W/m2.K. It is envisaged to install anti-pane locks on the evacuation exits. • Replacement of lighting fixtures The replacement of old LNG and LOT is envisaged. New LED fixtures will be installed in place of the old ones. • Installation of a photovoltaic installation with a capacity of 40,0 kWp for own needs on the roofs of the building is envisaged. The technical characteristics are set out in the ‘Electrical’ part. • Accessibility solutions At the entrances of the building are available playgrounds with dimensions larger than 150-180 cm / Art. 46, para.2, item 3 /. The front door of the library is not intended for replacement, it is two-leafed with a light width of one wing 90 cm. The front door of the community center is replaced with a new two-leafed one, with a light width of the active wing 100 cm (Article 49(3)). The entrance hall has a length of 200 cm (Article 49(6)). Two vertical lifts are to be installed at the two entrances: the N. Y. Vaptsarov Regional Library and the Unification 1913 Community Centre. The displacement they overcome is 95cm and 75cm respectively. The landings in front of the platforms are larger than 150/150cm. Platforms shall comply with the requirements of Article 20. It is also envisaged to place a stair lift with a moving platform with a size of 70/120 cm on the two main staircases.
