EA-ALL MUNICIPALITIES-25-003 Septic sanitation
The objective of the procurement is to enter into a long-term operational agreement with a tenderer for emptying, processing and transport of sewage sludge. The sludge shall be collected from municipal and private interceptors for sludge, treatment plants and from blocked tanks in the Gjøvik region. Other services that naturally come under the contract area can also be included in the operations contract.

Description: The contracting authority uses the exclusionary provision in PPR § 7-9 fifth paragraph and does not evaluate climate and environmental considerations in accordance with the third paragraph. The tenderer is required to have vehicle type Euro 6. When replacing the vehicle, the most environmentally friendly will be chosen on the market. Requirements for electric vehicles have not yet been assessed, as the market is not clear. The requirement for vehicles on biodiesel is not considered, as there are no pumping stations for bio-diesel in several of the municipalities. Tenderers are required to plan the logistics so that the tenderer reduces the number of miles driven. Tenderers are also required to have routines that contribute to accidentally reducing the extent of damage. The contracting authority believes that by setting the requirements this will give a better environmental effect than evaluating 30%.
