Service concession for the installation, replacement, maintenance and operation of slow, semi-fast charging stations in the territory of the City of Wavre
The purpose of the concession is to: ● On the one hand, the replacement of 5 existing recharging stations with new recharging stations, their connection to the electricity distribution network and their commissioning and, ● The installation of 29 new recharging stations, their connection to the electricity distribution network and their commissioning and, ● On the other hand, the operation of the recharging stations, their management, their monitoring and the maintenance of those installations over the entire duration of the concession. 2. As regards the number of charging stations and points per charging station, as well as their geographical distribution, these shall be determined by the inventory of predefined locations annexed to the technical clauses of these special specifications, without prejudice to any amendments that may be decided in accordance with point III.14.1. "Change in the initial location and distribution of charging stations". 3. As regards the supply of the 34 charging stations to be implemented, they must meet the technical requirements set out in the technical clauses of these special specifications. 4. As regards the installation of the 34 charging stations, all the necessary services are included, in particular: – Obtaining all the authorisations necessary for their installation and commissioning, including any parking permits, road permits, authorisations from the manager of the area concerned, planning and/or single planning permits, authorisations for connection to the network by the Distribution Network Manager, etc.; – carrying out all the work necessary for the installation and operation of the charging stations and rehabilitating the area concerned, once the installation has been completed. 5. With regard to the operation of charging stations, all the services necessary for this operation are included, in particular and without prejudice to the clarifications provided in the technical clauses of these special specifications: – the permanent provision of a safe recharging service at each recharging point and its invoicing; – real-time information to users on an online platform on the location and availability of terminals; – information on the cost of charging, the state of the charging session, the configuration of the charging station (type of socket, maximum power, etc.), the number of connections and the energy distributed per charging station; – the setting up of a back-office system enabling, in particular, the software to be upgraded and failures to be detected and repaired when it can be done remotely; – periodic and preventive technical maintenance of charging stations, including all related infrastructure, and their cleaning, including the removal of graffiti, so that they are, at all times, operational and clean; – troubleshooting charging stations, including their possible replacement, and all related infrastructure to ensure their availability and the charging service; – the establishment of a real-time information service, via an online platform, giving access to all data relating to the status and use of charging stations; – the temporary or permanent relocation or dismantling of charging stations, including related infrastructure, in the event of work on the area concerned; – the supply, installation and operation of additional charging stations, whether replacing existing ones or placing others, not identified in the inventory of predefined locations annexed to the technical clauses of these special specifications, whether at existing stations or at new stations; – where appropriate, the dismantling of the charging stations at the end of the concession and all related infrastructure, as well as the rehabilitation of the area concerned. 6. The future Dealership is warned that the service concession will not grant it any exclusivity for the operation of charging stations for electric vehicles in the public domain of Wavre. If, in view of the needs identified by the City for the development of additional electric charging stations, this concession contract could no longer be amended without making substantial changes, the City reserves the right to launch a second concession procedure for the operation of Bornes in parallel with the concession to be awarded at the end of the present procedure.
