Germany-Gelsenkirchen: Public road transport services
The Zweckverband Verkehrsverbund Rhein-Ruhr, represented by Verkehrsverbund Rhein-Ruhr AöR, acting as a group of authorities within the meaning of Article 2(c) of Regulation (EC) No 1370/2007, simultaneously awards a public service contract pursuant to Article 5(2) of Regulation (EC) No 1370/2007 in the territory of the City of Wuppertal.
It is a matter of decision within the special-purpose association Verkehrsverbund Rhein-Ruhr that the Verkehrsverbund has an external relationship:
— in its own name for financing, and
— on behalf of third parties for the resolution of the entrustment
is responsible and acts.
In the internal relationship, it remains the responsibility of the competent authorities for the entrustment. For more details on the relationship between the Verkehrsverbund Rhein-Ruhr and its members, see Section VI.1 of this pre-notice.
The intended direct award covers lines 626 and 636.

During the duration of the public service contract, there may be changes in the content, scope, defined quality and other operating standards, e.g. as a result of changes in transport demand, as a result of changing financial conditions or as a result of the extension of the local transport plan. In such cases, the competent authorities may ask for the public service contract to be adapted accordingly (increase and underperformance, change in performance). The arrangements for adaptation shall be governed by the public service contract.
