Global performance contract within the meaning of Articles L2171-3 and R2171-2 to R2171-3 of the Public Order Code. The City of Oyonnax intends to use the competitive dialogue procedure pursuant to Articles L2124-4 and R2124-5 of the Public Order Code in so far as the contracting authority's need cannot be met without adapting immediately available solutions and the answer to this need consists in an innovative solution.
