De gemeente Enschede, tevens optredend als penvoerder namens de andere aanbestedende diensten, gemeenten Haaksbergen, Losser, Dinkelland-Oldenzaal, Hengelo, Hof van Twente, Borne, Twenterand en Rijssen-Holten, hierna te noemen: 'deelnemers', wenst op grond van wettelijke taak een opdracht te gunnen aan een opdrachtnemer voor het leveren en implementeren van een nieuwe applicatie voor Regionale Meld- en Coördinatiefunctie (hierna RMC), Leerplicht en Leerlingenvervoer.
