The order consists of the following services: a) substantive support during the implementation of active protection activities, carried out in 2025 and 2026, on galmanic grasslands in the vicinity of Olkusz, including:- substantive advice during the planning of the scope and method of implementation of active protection activities, ongoing monitoring of the activities carried out, issuing recommendations and proposing modifications to the tasks carried out;- assessment of the effectiveness of the activities carried out, including assessment of the methods used. II. The tender in the proceedings shall be submitted, failing which it shall be null and void, in electronic form, i.e. in electronic form bearing a qualified electronic signature. III. 1. Documents submitted by the contractor together with the tender: 1) completed Tender Form (Annex 1 to the SWZ); 2) a completed list of additional expert experience (Annex 1A to the SWZ) if the contractor wants to receive additional points in the tender evaluation criterion; 3) power of attorney or other document confirming the authorization to represent the contractor - if the tender or the declarations or documents attached to it are signed by a proxy. 4) a power of attorney to represent all Contractors jointly applying for the contract, or a cooperation agreement, which will result in the power of attorney. 5) ESPD (in accordance with the instructions in Annex 2 to the CVT), appropriate for the day of submission of tenders, in order to confirm temporarily that the Contractor is not subject to exclusion from the procedure pursuant to Art. 1 and Article 109 para. 1 point 4 of the Public Procurement Act and meets the conditions for participation in the proceedings set out in the SWZ. In the case of joint procurement by Contractors, the ESPD shall be submitted by each of the Contractors jointly applying for the contract; 6) ESPD concerning other entities on whose resources the Contractor relies, in order to confirm temporarily, as at the date of submission of tenders respectively, that there are no grounds for exclusion in respect of them pursuant to Article 108 para. 1 and Article 109 para. 1 point 4 of the Public Procurement Act and meeting the conditions for participation in the proceedings specified SWZ, to the extent that the Contractor refers to their resources; 7. where the Contractor relies on the capacities or circumstances of the providers of resources: proof that the Contractor, when performing the contract, will have at his disposal the necessary resources of other entities, which constitutes, in particular, an obligation for those entities to make available to the Contractor the necessary resources for the performance of the contract or any other subjective means of proof confirming that the Contractor, when performing the contract, will have at its disposal the necessary resources of those entities. 8) a declaration by the Contractor, appropriate at the date of submission of tenders, to confirm temporarily that the Contractor is not subject to exclusion from the procedure pursuant to Article 5k of Council Regulation (EU) 833/2014 and Article 7 para. 1 of the Act on special solutions for counteracting the support of aggression against Ukraine and for the protection of national security, in accordance with the model constituting Annex 8 to the VTZ. In the case of joint procurement by Contractors, the declaration shall be submitted by each of the Contractors jointly applying for the contract; 9) a statement by another entity on whose resources the Contractor relies, submitted for temporary confirmation, respectively at the date of submission of tenders, that this entity is not subject to exclusion from the procedure pursuant to Article 5k of Council Regulation (EU) 833/2014 and Article 7 para. 1 of the Act on special solutions for counteracting the support of aggression against Ukraine and for the protection of national security, in accordance with the model constituting Annex 8 to the VTZ; 10) a statement of the Contractors jointly applying for the contract award, which shows which supplies or services will be performed by individual contractors, in accordance with the model constituting Annex No. 7 to the CVT (if applicable); V. The Contractor shall be excluded from the procurement procedure, subject to Article 110 para. 2 of the Public Procurement Law, pursuant to Article 108(1) of the Public Procurement Law, Article 109(1) of the Public Procurement Law, 1 point 4 of the Public Procurement Act and on the basis of: Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine Urz.
