Development of residential real estate. Construction work for houses. Housing services. Development of non-residential real estate. Administrative housing services. The overall objective of the procurement project is to permit Cambridge City Council to facilitate and secure the development of sites owned by the Council for affordable housing schemes in the city of Cambridge which may or may not be subsidised by the development of a proportion of market housing in a manner which is both efficient of resources, and which fosters strong and productive partnership working between the Council and its selected construction and development partners. For the procurement project and the resultant framework arrangements, the requirement will comprise three ‘lots’, as outlined here and described in more detail in Annex B. Note that although the schemes procured under these arrangements will be predominantly residential housing, individual schemes may include the construction and / or provision of other community facilities where these are integral to the scheme.
Lot 1: Comprises the appointment of one developer or builder to develop housing for the Council to manage, on Council-owned sites.
Lot 2: Comprises the appointment of four Registered Providers of Social Housing (i.e. registered with the Tenant Services Authority) for the construction and long term management of homes to which the Council will have 100 % nomination rights on Council owned sites, leased to the appointed service provider on a long lease for a nominal rental.
Lot 3: Combined list of the providers in lots 1 and 2 for the development of complex sites.
The framework is being procured by ESPO on behalf principally of Cambridge City Council, but it will be available for use by other public bodies within the United Kingdom (see Section VI.3). Such bodies include but are not limited to those listed at www.direct.gov.uk/en/Dl1/Directories/Local councils/index.htm No guarantee is given that any of the bodies so listed will elect to make use of the framework, and neither is any guarantee given of any particular value of business arising under the framework.
