The subject of the public procurement procedure, in accordance with Article 3(1)(2) of the Public Procurement Act (ZOP), is the supply of goods representing tangible fixed assets (TFA) – self-propelled machinery, together with technologically and functionally compatible interchangeable towed equipment representing 3 wheeled tractors, together with 3 mulchers, for the needs of SEDP and its territorial units, in connection with the implementation of the activities under measures 46, 47, 48, 49 and Measure 74 (Part I) of the National Priority Action Framework for Natura 2000 under Priority 3 ‘Biodiversity’ of the Environment Programme 2021-2027. The purpose of this public procurement procedure is to increase the operational capacity of the territorial units when carrying out forestry activities to support the natural regeneration of forest plantations located within the territorial scope of SEDP. The purpose of the project, i.e. the actual work planned for implementation, the envisaged types of events and the intended use of the technique, determine the technical requirements for the latter, which will be necessary for the cleaning of undergrowth vegetation in order to subsequently support the natural regeneration within the scope of our territorial divisions. Annually, the event is planned for all regenerative fellings with the presence of undergrowth. Currently, this forestry activity is carried out manually by own workers by felling undergrowth and bushes with a motor shrubbery or by outsourcing. This technique will help the territorial divisions (TA) of the enterprise (SO), the majority of the volume of the natural regeneration support (NRP) event to be carried out in a mechanised manner and will minimise the need to outsource this type of activity. Fragmentation of waste wood on site leads to faster recovery of environmental waste and fully realizes the working concept of environmental friendliness, environmental protection, low carbon emissions and saving human resources and time in the process of carrying out the activities of removing the felled stems outside the restored sections /boilers / and / or collecting it in piles. Remaining the felled stems in the sub-growth creates conditions for the growth of possible forest fires from strings to peaks. The delivered equipment is an objective prerequisite for the quality implementation of the objectives set in compliance with the laws and regulations in force. The above technique is a FTA for SEDP, which, after the implementation of the activities under the programme, remains in the assets of the enterprise and will be used to perform the usual activities of the holdings assigned to them by the Forestry Act.Appropriate equipment and equipment are the material prerequisite for achieving the objective of the operational programme and its use ensures quality in the implementation of activities, which in turn objectively determines the need for its purchase.
