Description

Preparation of the supporting documentation for the construction of the Püspökladány (excl.) – Debrecen (excl.) line section under a planning contract, the documentation required to receive Cohesion Fund assistance, as listed in the EU Commission’s application form No 1828/2006 and Regulation (EC) No 1083/2006 (11.7.2006):
Modernisation and review of the authorisation, construction plans and tender documentation required for the construction of the Püspökladány (excl.) – Debrecen (excl.) line section Püspökladány (excl.) – Debrecen (excl.) according to the needs of the Grant Application Documentation, in order to ensure maximum EU support:
— review of the state-of-the-art of the authorisation, export and tender designs for the section of the line of all railways and related other specialised (e.g. road, architectural, utility, etc.) licensing, tender and construction plans (in the case of ETCS 2, for technical necessity, section Szajol (excl.) – Debrecen (bez.));
redesign the plans as necessary, complementary planning where necessary, preparation and acquisition of missing plans, documents,
— where necessary, the authorisation of the plans, and the amendment of existing authorisations where necessary,
— conducting a detailed environmental impact assessment in accordance with the review and approval consultations/standards,
— complete on-site surveys and inspections related to the planning and authorisation task, as well as laboratory studies and data acquisitions.
Modernisation and review of the authorisation, construction plans and tender documentation required for the construction of the Püspökladány (excl.) – Debrecen (excl.) line section Püspökladány (excl.) – Debrecen, in line with the needs of the Grant Application Documentation, in order to ensure maximum EU support, during which:
— The superstructure is renewed, the duct will be reinforced to introduce an increased speed of 160 km/h and an axle load of 225 kN.
— In order to ensure technical traffic parameters, structures in the track will also be reconstructed and reinforced, together with the water treatment of any associated crossing watercourses.
— Stations (e.g. recruitment building, pre-station space, interlocking equipment) will be reconstructed.
— The track network will be suitable for high-speed traffic everywhere according to the needs of traffic.
— New platforms, sk+ 55 cm high, will be accessible without level crossing of the tracks. To facilitate this, pedestrian underpasses will be built, accessible by lifts and ramps.
— Platforms and stairs are created to protect against the weather.
— Power equipment is also being modernised, increasing the security of traction supply by installing higher power transformers at the Ebes substation and switching and other equipment being replaced.
To make the winter railway operation more secure, electric switching heaters are installed at all stations.
— New electronic interlocking equipment and cable lines will be installed and new.
— Audio and visual passenger information equipment shall be installed to provide passengers with adequate information.
— New barriers will be installed in the road crossings for high-speed traffic.
— Road under and overpasses instead of some high-traffic crossings.
— Noise reduction walls are installed in the necessary locations.
— The length of the line covered is 41 km.
Optimising technical and economic aspects to ensure EU eligibility is a crucial aspect. The contracting authority accepts only technical content/solution for the performance of the contract where, on the basis of the economic calculations of the Grant Application Documentation, it will satisfy with certainty the conditions for EU eligibility.
When designing the tenderer’s tender, please take into account that the task can be achieved in the course of the consultations by means of multiple iteration/redesign, and the preparation of a decision-making/comparative study and proposal for the parties concerned. The former are carried out at the expense of the successful Tenderer (Producer) and ensuring the completeness of the tender is the responsibility of the winning Tenderer (Producer).
The successful tenderer (designer) is responsible for the complex implementation of the proposed design objective. The documentation prepared by the successful tenderer (designer) must contain all the specialised designs/documents necessary for the complex implementation of the design objective.
The list of design documents available to the contracting authority and to be provided to the successful tenderer (designer) is set out in point 8 of Annex 2 to the draft design contract.
