Norway-Trondheim: Mobile-telephone services

The Norwegian Environment Agency, hereafter called the contracting authority, invite tenderers to a restricted tender contest with a competitive dialogue for a framework agreement with one dealer for the procurement of mobile telephony services.
The procurement includes mobile subscriptions, mobile broad band, mobile telephones, mobile telephone exchange and SIP-trunk for use with Microsoft Lync (Skype for Business). The procurement also includes a system for cost control. Cost control means a system that withdraws and gives a wage deduction basis for content services and excess consumption of calls and data.
The contracting authority has a contract with Netcom for the provision of telephony services that expires 31.1.2016. A new competition shall therefore be held for these services in order to secure necessary access to relevant services of high quality. The contracts shall facilitate a high quality service level as well as a high degree of flexibility at competitive prices.
The contract will have a minimum period of 2 years with an option for a further 2 1-year extensions (2+1+1), so that the maximum contract length can be up to 4 years.
The contracting authority currently has over 730 mobile subscriptions, several pure mobile data subscriptions and one SIP-access delivered to our address in Trondheim. The mobile telephony is integrated with Lync and all the subscriptions are set up so that both the mobile telephone and the Lync client ring simultaneously. The contracting authority operates all the Lync servers itself.
The contracting authority currently has 3 000 call minutes, 3 000 SMS/MMS, free calls in Scandinavia, free calls between the contracting authority's telephones, as well as one GB data package included in all subscriptions. The data use is ever increasing whilst calls and messages are stable. Favourable prices for roaming contracts with foreign mobile operators is also important.
Mobile telephony is an important work tool in the Norwegian Environment Agency and there are high requirements for quality and availability, both for daily use and in crises and for stand-by. User friendly systems to administer the contracting authority's mobile subscriptions and queues are also important.
