The subject of the contract is forest management services as defined in Art. 1 point 1 of the Forests Act of 28 September 1991 (consolidated text: OJ Journal of Laws 2022, item 672 – ‘Law on forests’) to be implemented in the Włocławek Forest District in 2025. The material scope of the subject of the contract includes total quantities (separately for each lot), in the field of fire protection. The detailed scope of work is included in the procurement documents (Specifications of the Terms and Conditions of the Contract and its annexes). The conditions for participation in the procedure, the grounds for exclusion of contractors and the list of declarations and subjective means of proof to demonstrate the grounds for exclusion from the procedure and the fulfilment of the conditions for participation in the procedure are included in the SWZ. To confirm the absence of grounds for exclusion from the procedure referred to in points 6.1. to 6.4. SWZ and in order to confirm compliance with the conditions for participation in the procedure referred to in point 7.1.SWZ, the Contractor is obliged to submit together with the tender: a declaration of non-exclusion and non-compliance with the conditions for participation in the procedure, submitted on the form of the European Single Procurement Document (‘ESPD’) drawn up in accordance with the model standard form set out in Commission Implementing Regulation (EU) 2016/7 of 5 January 2016 establishing a standard form for the European Single Procurement Document (OJ Urz. EU L series 2016, No. 3, p. 16), in accordance with the principles described in para. 9 SWZ). The ESPD constitutes evidence confirming the absence of grounds for exclusion and the fulfilment of the conditions for participation in the procedure, as at the date of submission of tenders, temporarily replacing the subjective means of evidence required by the Contracting Authority. The content of the ESPD is set out in Annex 4 to the CVT. The Contractor shall draw up, on pain of nullity, an electronic document (i.e. an electronic document bearing a qualified electronic signature).
