Nurse call systems
The target of the procurement is the nurse call, fall detection and mobility monitoring systems to be used by the City of Helsinki's social welfare, health and rescue services sector. Nurse call systems are used in the social welfare, health and rescue services sector in hospitals, senior centres, service houses, units of enhanced service housing, inpatient wards of health centres, rehabilitation units and other operating environments requiring 24-hour care and supervision. In addition, the systems are utilised in home care support services and special units, where customers' need for help may be sudden and require a response. Nurse call systems are a key part of daily care, nursing, customer and patient safety. They ensure that requests for assistance are promptly passed on to the right staff and that medical staff are able to prioritise their tasks according to the urgency of the situation. At the same time, they support the occupational safety of personnel in situations such as threats and hazards, and enable the monitoring, reporting and development of operations. The importance of nursing call systems is emphasised especially in situations where customers' functional capacity has deteriorated, memory disorders are common or the need for care is constant. In this case, the system's reliability, ease of use and integration with other systems are not just technical features, but factors that directly affect the quality and safety of care. The aim of the procurement is to ensure that the solutions in use meet current and future needs. This requires scalability, compatibility with other technologies and the ability to adapt to different treatment environments without complicating the use of systems. At the same time, we ensure that the solutions we procure meet our obligations regarding data protection, data security and regulatory requirements. As a whole, nurse call systems are a critical part of the functionality of the service system, and their procurement must be carried out in such a way that it supports the quality, safety and cost-effectiveness of the services on a long-term basis. The aim of the competitive tendering of the framework agreement is to find a maximum of five suppliers that are able to deliver a nurse call system to the targets in the industry that can be used to handle a traditional nurse call (the client/patient can invite the nurse to the room) and, in addition, to utilise new technology that can be used to proactively alert the nurse to the client/patient in relation to risky situations (e.g. getting out of bed, falling). The aim of the new technology is to improve customer/patient safety within the limits set by law. A nurse call system is needed for all new and renovated hospitals, senior centres, etc. In addition, the social welfare, health and rescue services sector has several sites where the previously acquired but outdated nurse call system for which the supplier no longer provides maintenance and support. These obsolete systems need to be replaced. The solutions to be procured for the procurement mainly as an overall service provided by the suppliers selected for the framework agreement. The subject of the contract is described in more detail in the annexes to this invitation to tender.
