Germany-Bernau bei Berlin: Architectural and related services
Bernau near Berlin intends to rebuild a town hall instead of the current administrative building on the Ecke Grünstraße/Mayorstrasse in order to concentrate its local administration more in the city centre. In addition to internal administrative considerations, coupled with the proximity of the administrative sites, accessibility for citizens is to be improved and, at the same time, functional reinforcement and development of the city centre of Bernau near Berlin.
With a view to centralising the city’s municipal administration, a real economic analysis (2010) prepared by the consultancy firm proposed that the peripheral locations be abandoned in favour of an urban location and to concentrate the administration on the mayor road/Ecke Grünstraße. There is an administrative building dating from the 1960s, which is already partly occupied by the municipality. As a result of the reorganisation of the administration, this site will then act as a new town hall next to the historic town hall at Market Square 2.
The urban importance of the site for the city and the architecturally demanding task of a new town hall suggest that this design task should be resolved through architectural-urban competition.
In order to prepare the competition procedure, the mayor road/Grünstraße site was examined in 2012 and 2013 with in-depth studies on building stock and urban development. The results of the investigations fed into the remit of this competition procedure and encouraged the launcher to conduct the procedure.
The participants in the competition are asked to draw up a design plan that responds to the sensitive urban planning situation in the tensions between the market and the Kirchplatz, where individual monuments protected for historical centuries stand in contrast to the industrial construction of the 1970s and 1980s. At the same time, it is intended to reflect the importance of the New Town Hall in the centre of the city of Bernau. In the design of the project, particular attention needs to be paid to the development of the Cubaur, the size of the building, as well as the formulation of the roof landscape and ground floor training.
An urban planning design is desired, which, taking into account the entire construction area and existing construction and road floods, will order the planning area in a sustainable and forward-looking way. The challenge of competition is to develop a functional and design solution in an urban area characterised by architectural contrasts, which will help to valorise the most important urban area of the city centre of Bernau near Berlin.
The New Town Hall is seen by the promoter as a modern building ensemble, tailored to the visitors and staff of the municipal services, capable of qualifying the city’s image in a prominent urban location, while also contributing to the functional upgrading of the site and strengthening the functioning of the old city.
The participants in the competition are expected to have an architecturally demanding design from the point of view of energy-optimised construction in the sense of an innovative energy- and cost-efficient building concept under EnEV 2013, with a reduction of at least 5 % in relation to the new building requirements from 1 January 2016.
Total construction costs under DIN 276 (KG 200-700) of a maximum of EUR 9800000 (gross) are foreseen for the construction project. The above-mentioned cost limits must be respected.
