The contractor must submit a tender for the whole of the lot(s) selected, taking into account all the items in the lot. All the requirements set out in the procedural documents are minimum requirements and their fulfilment is mandatory. Failure to meet the above-mentioned minimum requirements will result in the rejection of the tender as inconsistent with the terms of the contract pursuant to Art. 1 point 5 of the Public Procurement Act. If the Contracting Authority indicates in the description of the subject of the contract trademarks, patents or origins, sources or a specific process that characterizes the products or services provided by a particular Contractor, it is permissible to offer solutions equivalent to those described, provided that they maintain the same minimum technical, quality and functional parameters. Where reference is made in the description of the subject-matter of the contract to standards, technical assessments, technical specifications and technical reference systems referred to in Art. 1 point 2 and sec. 3 of the Public Procurement Act, the Contracting Authority allows solutions equivalent to those described. The Contractor who invokes equivalent solutions is obliged to demonstrate that the solution offered by him meets the requirements specified by the Contracting Authority.
