Description

The city of Kaufbeuren intends to redesign the land use plan (FNP) with an integrated landscape plan (LSP) as a master plan for the requirements of urban interior development. The core task of the land use plan is to prepare the binding land-use planning. As a district-free city in the Bavarian Allgäu, located on the edge of the European metropolitan region of Munich, the city of Kaufbeuren is not only a prosperous upper center with about 46,000 inhabitants, but also the fourth largest city in the administrative district of Swabia. The low-traffic, supra-regional development via the Munich Lindau railway line, as well as via the B 12 and B 16 to the A 96, as well as to Kempten and Füssen represent an important locational advantage. Kaufbeuren is a city with a high quality of life and great recreational value. In addition to an intact historic old town in a charming location, Kaufbeuren is also characterized by a good offer in the cultural area, in sports, as well as by an attractive location in the foothills of the Alps. In times of change and growth, these qualities must be preserved. Likewise, future changes such as demographic development, mobility behaviour, as well as settlement and economic structures are to be actively shaped. In order to guarantee the city of Kaufbeuren excellent opportunities for the future, it is also necessary to ensure that the objectives of climate protection, climate adaptation and the preservation and promotion of biodiversity are achieved. The land use plan with an integrated landscape plan is of particular importance in the control of the admissibility of certain external projects, in particular renewable energies. In accordance with the third sentence of Paragraph 35(3) of the Baugesetzbuch (Building Code), these projects are, in principle, permitted outdoors, but are generally contrary to public interests in so far as they have been designated elsewhere by means of representations in the land-use plan (or as objectives of spatial planning). The basis for the presentation of such areas must be a comprehensible and well-founded planning concept. In the preparation of the CSP, the objectives of the EU Regulation on Nature Restoration (W Regulation) should also be taken into account. To ensure all this requires careful planning preparation through strategic and long-term concept planning, including specialist planning, such as the interior development concept (with its components post-compression concept, mobility concept and the urban open space concept), as well as the climate protection concept. The land use and landscape plan to be drawn up should serve as a guideline for the distribution of different uses within the entire urban area (40 km2) and represent the basic features of the intended spatial, urban development for the entire urban area. In particular, the urban open space concept can be used as a basis for the landscape plan. The current land use plan has been in force since 1984 and the landscape plan since 2005. The FNP has been modified according to the needs of urban development in sub-areas; However, a city-wide update has been pending for a long time. After more than 40 years, it is therefore necessary to reconfigure the FNP, because it gives little more information on upcoming tasks and questions of urban development despite being updated. Timetable VgV procedure October 2025 - January 2026 The procurement negotiations are expected to take place in January 2026. Commissioning January/February 2026 Project start February 2026 Completion December 2028 The subject of the contract is the urban planning services according to § 18 et seq. HOAI 2021, LPH 1 to 3, with gradual commissioning. Text automatically translated in your browsing language Automatically translated
