The object of the procurement is cleaning machines and maintenance and repair services of cleaning machines. The procurement is divided into five (5) sub-areas as follows: Sub-area 1) Vacuum cleaners and pressure flushing equipment Sub-area 2) Washing machines and tumble dryers for cleaning textiles Sub-area 3) Combination machines Sub-area 4) Robotic vacuum cleaners Sub-area 5) Maintenance and repair services of cleaning machines Sub-areas 1-4 are procured for professional cleaning machines suitable for the cleanroom, delivered according to the TOP Finnterms 2001 condition to the customers' delivery sites in the South Karelia region. The aim of the purchase of cleaning machines is to obtain machines suitable for professional use, of high quality and delivered with good reliability and service. Cleaning machines must comply with the directly binding regulations of the European Union, Finnish laws and regulations, and the regulations issued by the authorities with regard to, for example, construction, equipment, occupational and fire safety, and electrical safety. The scope of the procurement in sub-area 5 is the provision of maintenance and repair services for plant cleaning equipment (vacuums, pressure flushing equipment, combination machines and floor care machines) to customers in the South Karelia region. Maintenance and repair services are mainly carried out on weekdays between 7 a.m. and 4 p.m. Repair service refers to repairs specifically ordered by the customer related to the operational capability or condition of the machines. Maintenance service means maintenance of machines, such as annual maintenance or periodic maintenance recommended by the manufacturer and carried out in accordance with the manufacturer's instructions. The maintenance and repair service to be procured in Sub-topic 5 does not include maintenance and repair services of cleaning machines during the warranty period. For sub-areas 1, 2 and 4, one (1) contractor will be selected for the framework agreement. For sub-areas 3 and 5, two (2) contractors will be selected for the framework agreement, unless there are fewer suppliers to be approved. Tenderers may submit tenders in one or more areas. Sub-offers within sub-areas will not be accepted. The contract period for the purchase of cleaning machines and maintenance and repair services for cleaning machines is expected to begin on 01.11.2026 and end on 31.10.2028. The contracting entity also reserves the possibility, if it so wishes, to extend the contracts for two one-year (12-month) option periods (1+1). The quantities to be procured, as indicated in the invitation to tender, are the subscribers' estimate of the need for the year.
