Description

"Electricity Distribution Networks Zapad" EAD opens and conducts an "open" procedure for the conclusion of a framework agreement with the following subject: ‘Implementation of interruption and restoration of electricity supply to customers connected to the electricity distribution network of West Electricity Distribution Networks EAD’, ref. RPS 25-058. Each participant may participate for all lots (one or more lots, up to the maximum number of lots under the subject of the contract). The contracting authority shall not limit the number of lots that may be awarded to the same contractor. The award criterion for determining the most economically advantageous tender is ‘lowest price’. As a result of this procedure, the contracting authority will conclude framework agreements for a period of 48 (forty-eight) months with 5 (five) potential contractors, ranked from first to fifth inclusive, for each lot separately, provided that there is a sufficient number of tenders that meet the contracting authority's pre-announced conditions. Provided that there is not a sufficient number of participants meeting the selection criteria or a sufficient number of tenders meeting the contracting authority's pre-announced conditions, the contracting authority may also conclude framework agreements with fewer than five potential contractors. For the conclusion of each specific contract, the Contracting Authority will conduct the public procurement provided for in the Public Procurement Act, and for this purpose it will send an invitation to participate to all persons with whom a framework agreement has already been concluded for the respective lot. The contracting authority will award the contract concerned on the basis of the most economically advantageous tender, in accordance with the ‘lowest price’ award criterion under the terms of the framework agreement. The tenderer offering the lowest unit price for the performance of the subject of the contract will be ranked first for the lot concerned. The subject of the contract includes the assignment and execution of a power outage to customers connected to the electricity distribution network of "Electrodistribution Grids Zapad" EAD with electricity meters for direct measurement of electricity at low voltage (LV) level according to requests submitted by the Contracting Authority and subsequent restoration of the electricity supply in the event of failure of the grounds for its interruption. The place of performance of the works is the electricity metering panels of household and business customers, whose electricity is measured by electricity meters for direct measurement of electricity at low voltage level on the territory of the Merene NV regions of "Electricity Distribution Networks West" EAD. The subject matter of the contract is divided into 3 (three) lots, which are described in detail in this contract file. The maximum values of the awards under the specific contracts, which are envisaged to be concluded under the above-mentioned procedure after signing a framework agreement and after conducting the respective award procedure under the Public Procurement Act under the respective lots, are as follows: - for Item 1: BGN 746 000.00 excluding VAT; - for Item 2: BGN 1 142 000.00 excluding VAT; - for Item 3: BGN 1 094 000.00 excluding VAT.
