Description

The subject of the contract is the appointment of a recognised type 2 soil remediation expert for the Louis De Naeyerkaai dossier in Klein-Willebroek. The plots owned by De Vlaamse Waterweg nv are mainly located outside the dikes on the left bank of the Rupel, just up the village center of Klein-Willebroek. The site has an industrial past (including shipyards) and is contaminated with a complex cocktail of parameters, including asbestos (free fibres, hazardous waste), heavy metals, PAH and PFAS in the solid part of the earth and arsenic and sulphates in groundwater. The pollution extends below the dike and in the groundwater to the adjacent inhabited plots. The contamination has already been mapped in an exploratory and descriptive soil survey by ABO. This started in 2020. At the end of 2022, a first version was submitted to the OVAM, but declared non-compliant. Further investigations were carried out on the basis of OVAM’s comments. The OBBO is currently completed but has not yet been submitted to the OVAM. The Vlaamse Waterweg nv wants to appoint a recognized soil remediation expert who can take on the further trajectory for this dossier - being (possibly) refinement of the soil research, the preparation of a soil remediation project in connection with the desired or most suitable after-use and the supervision of the remediation works - with the necessary knowledge, experience and insights.
