Specific experience with OER processes within higher professional (HBO) or social education institutions (WO): Docfield is currently the only party with proven experience in delivering and implementing a fully integrated OER process tool within HBO or WO institutions in the Netherlands. This is a critical requirement because of the unique legal and procedural characteristics of the OER within universities of applied sciences, such as the greater number of stakeholders with different roles and the different dynamics vis-à-vis MBO institutions, in particular with regard to the role of the participation council. This makes the entire process more complex and with more stakeholders compared to MBO. That is why the AUAS considers it important that suppliers have experience in providing an OER process tool within HBO or WO institutions. On the basis of the above, we conclude that we can use Article 2.32(1)(b) of the AW 2012. If, despite the above reasons, interested parties wish to object to this intention, they must submit a reasoned objection to the continuation of this procedure within a period of 20 calendar days of 24 May 2025 from the publication of this notice, via aanbestedingen@uva.nl. If no objection has been raised during this period, the rights of companies to challenge the planned procedure will expire.
