Description

The Amsterdam University of Applied Sciences (AUAS) currently has an agreement with Docfield B.V. for the delivery of an OER process tool. This agreement will expire in July 2025. In order to ensure the continuity and quality of the OER process, the AUAS intends to conclude a new agreement with Docfield B.V. for an initial duration of two years, with the possibility of two extensions of 12 months each. A market consultation took place prior to this publication. During this market consultation, two parties responded. Technical and functional requirements were discussed and the extent to which parties can meet the (critical) reference requirements was assessed. The AUAS is of the opinion that specific experience with OER processes within higher professional education institutions is necessary because of the legal and procedural characteristics. The market consultation showed that only one party meets these reference requirements, namely Docfield. In addition, technical and organizational integration play an important role. The reasons for going through this voluntary transparency procedure are listed below: Technical and organisational integration: The OER process tool is deeply integrated into the HvA's educational logistics processes and IT systems. A change of supplier would lead to significant technical and process disruptions, jeopardising the continuity of the OER process. Specific experience with OER processes within higher professional (HBO) or social education institutions (WO): Docfield is currently the only party with proven experience in delivering and implementing a fully integrated OER process tool within HBO or WO institutions in the Netherlands. This is a critical requirement because of the unique legal and procedural characteristics of the OER within universities of applied sciences, such as the greater number of stakeholders with different roles and the different dynamics vis-à-vis MBO institutions, in particular with regard to the role of the participation council. This makes the entire process more complex and with more stakeholders compared to MBO. That is why the AUAS considers it important that suppliers have experience in providing an OER process tool within HBO or WO institutions. On the basis of the above, we conclude that we can use Article 2.32(1)(b) of the AW 2012. If, despite the above reasons, interested parties wish to object to this intention, they must submit a reasoned objection to the continuation of this procedure within a period of 20 calendar days of 24 May 2025 from the publication of this notice, via aanbestedingen@uva.nl. If no objection has been raised during this period, the rights of companies to challenge the planned procedure will expire.
