Description

In the 2025 equipment and equipment investment plan, a total of EUR 88 000 (EUR 66 000 + EUR 22 000) has been allocated to the wellbeing services county of Lapland for the purchase of the Zoll X-series demanding monitor defibrillators for the emergency care services of the wellbeing services county of Lapland. Four (4) defibrillators are to be purchased. An offer for the acquisition has been requested from Medidyne Oy by e-mail on 11 September 2025. An offer of 25199 MKR has been received from Medidyne Oy by e-mail on 23 September 2025. The total value of the procurement, EUR 90 899 (VAT 0%), exceeds the national threshold referred to in section 25 of the Act on Public Procurement and Concessions (1397/2016). The procurement is appropriate to be carried out as a direct procurement in accordance with section 40, subsection 2, paragraph 2 of the Act on Public Contracts (1397/2016). Only ZOLL X-series defibrillators are used in the emergency care services of the Lapland Welfare Area, for which the emergency care personnel have been trained and trained. A uniform equipment base is very important for patient safety in demanding emergency care situations. Using equipment from different manufacturers unreasonably increases the competence requirements of personnel and thus increases the risk of errors. Training staff for new equipment would be a significant expense in relation to the value of the procurement. In addition, charging docks for ZOLL X-series defibrillators have been installed in emergency care ambulances. It is not possible to install third-party defibrillators in shipyards. Installing new yards in ambulances due to a few devices does not make economic sense. For example, installing shipyards in only part of the ambulances would limit their use only to emergency medical units trained in the equipment, which is not functionally meaningful or meaningful in terms of the life cycle of the equipment. In addition, in the event of a breakdown, for example, a working device suitable for ambulance yards may not be immediately available, which will limit the use of the ambulance until the device has been repaired or renewed.
