Description

1/ The consultation is divided into the following two lots: Lot 1 Supply of computer workstations, connectors and associated drivers; Lot 2 Supply of tablets, connectors and associated drivers. The services are described and carried out in accordance with the provisions of the Specific Terms and Conditions (SPC) common to all lots and its annex specific to each lot, documents attached to this AAPC. Candidates have the opportunity to submit a tender for one or more lots. Tenders will be examined lot by lot. Candidates may not submit tenders which vary according to the number of lots which may be obtained. Each lot shall be awarded a separate contract. 2/ These public contracts are awarded in accordance with a procedure with negotiation, pursuant to Articles L2124-3, R2124-4 and R2161-21 to R2161-23 of the Code. These are framework agreements within the meaning of articles L2125-1.1° and R2162-2 et seq. of the Code. Framework agreements are multi-awarded, each concluded with a maximum of three economic operators (subject to a sufficient number of appropriate tenders being received), giving rise to the conclusion of subsequent contracts, under the conditions laid down in Articles R.2162-7, R.2162-11 and R.2162-12 of the Code. Pursuant to Article R2162-4 of the Code, each contract is concluded without a minimum amount of commitment and with a maximum amount of commitment over their duration (5 years), namely: Lot 1: EUR 2 000 000.00 excluding tax; Lot 2: EUR 1 300 000.00 excluding tax. 3/ As regards the conditions for reopening competition among the holders of the framework agreements, the procedure used for the award of subsequent contracts depends on the estimated amount of the need to be satisfied. As needs arise, the gtr consults with all registrants simultaneously. When reopening the competition of the holders of each framework agreement, to award subsequent contracts, the public person shall use the weighted criteria as follows: The price (66%), analysed taking into account the amount resulting from the Decomposition of the Global and Fixed Price (for subsequent contracts of ordinary form) or the Unit Price Schedule (for subsequent contracts with purchase orders); The technical value (34%), analysed on the basis of the technical performance of the equipment proposed according to the elements requested in the subsequent contract. 4/ These are public supply contracts which refer to the General Administrative Clauses applicable to public supply and service contracts (CCAG/FCS), approved by the Order of 30 March 2021. 5/ The duration of each framework agreement shall be five years from the date of its notification. 6/ At the application stage, the documents sent with the Notice of Public Appeal to Competition (AAPC), are included in the Rules of Consultation "Candidate Phase", attached to the AACP. 7/ Candidates must submit their application (and their offer at a later stage) electronically via the website www.achatpublic.com. 8/ At a later stage, the GTR will make available the complete Business Consultation File (BCR) to candidates admitted to submit an offer, via the website www.achatpublic.com, which will provide them with the terms of download.Candidates must submit their offer electronically via the websiteachatpublic.com.
